Why implementation, not adoption, is now the hardest part of construction technology

Technology integration and adoption is now the single biggest challenge facing medium and large AEC organizations, ahead of project complexity, supply chain pressure and cost control. That is the headline finding from the 2026 edition of our Bridging the Gap report, and it says something the industry has been slow to admit out loud. Choosing the technology is no longer the hard part.
The report points to people, not products
Bridging the Gap 2026 surveyed 2,006 AEC professionals across eight countries, and technology integration and adoption came in as the number one challenge at 22 percent. Project complexity and coordination tied with supply chain pressures at 17 percent, followed by regulatory compliance and sustainability at 16, budget and cost control at 14 and talent shortages at 11 percent.
What strikes me about that ranking is where the difficulty now sits. For most of the last decade, industry conversation was dominated by emerging technology and what might be coming next. This year it moved decisively toward the human side of the problem: how organizations get people to actually use a tool, train them on it properly and rebuild a workflow that has been in place for twenty years.
The barrier data reinforces it. The leading obstacle to adopting new technology is the time required to implement a tool and train people on it, cited by 32 percent of respondents, followed by the lack of a clear policy or mandate at 27 percent and staff resistance to change at 24 percent. Cost came last at 18 percent, which tells us price is not what is holding this industry back.

Why is technology adoption harder in construction than in other industries?
Because a project team is temporary, distributed and made up of organizations that do not share systems. A tool has to work at the same time for the designer, the general contractor, the subcontractor running three laptops and the site foreman on a tablet, and it has to work from the first day. Software built on the assumption of a stable, uniform, single-company user base rarely survives contact with a live project.
The cost of getting coordination wrong, meanwhile, has not moved. Ninety-two percent of respondents say their average project exceeds its original budget by 6 percent or more, and the most commonly cited cause of rework is change orders, client changes and scope creep, named in the top three by 47 percent. Design errors and incomplete plans follow at 42 percent, with poor communication and coordination close behind at 41 percent.
Three misconceptions that still slow projects down
Having worked on major developments across several countries over a few decades, there are three ideas I keep running into.
- 2D and 3D are separate worlds.
Sixty percent of firms in our survey still work primarily in 2D, and contractors who have built their careers on drawings often assume that moving to 3D means abandoning what they know for a modeling tool. The answer is not to force everyone into an authoring environment, but to put flat drawings, CAD and BIM data and 3D models into one place where all of them stay live and connected, so people can keep working in the format they trust while everyone else does the same. - "Going digital" means something specific.
It does not, and that is our problem as an industry rather than the customer's, because the term now covers scanning, modeling, drones, robotics, printing, sensors, headsets, dashboards and AI. Talking in three-letter acronyms makes it worse. Telling a site team about AR means very little, whereas handing someone a headset so they can see what they are about to build and check they have the right materials in front of them means a great deal. Software providers need to explain value in terms of the work itself, not the category it belongs to. - Digital delivery is a purchasing decision.
Buying the platform is the smallest part of the effort, and the larger part is unpicking practices that have been embedded for years and rebuilding them through training, upskilling and workflow change, none of which happens because a license was issued. The report bears this out in how organizations are responding to digital skills shortages, with 47 percent simplifying tools and workflows to reduce the training burden, 44 percent upskilling through formal training, 42 percent exploring AI to add capacity, 40 percent using automation to cut manual work and 36 percent hiring for digital skills. Simplification leads that list, which tells me teams are choosing to reduce the learning curve rather than climb it.

Implementation quality shows up in the numbers
In my experience, projects with higher rates of genuine digital adoption are more likely to land on time and on budget, which matters commercially and matters publicly too. A large share of major developments are government owned or government backed, which means taxpayer money, so avoiding a 10 percent overrun on a $3 billion project saves $300 million and gets an entire hospital built.
The mechanism behind that is straightforward, because digital delivery lets you design and build the project before anyone breaks ground. Design conflicts, constructability problems, quality issues and safety risks surface in a model rather than on site, where they are cheap to resolve rather than expensive.
What should organizations do differently when rolling out construction technology?
Budget for implementation rather than procurement alone, and treat training time as part of the cost of the tool. Capture what individual project teams learn and move it across the organization, which is difficult when teams reform for every job but is where most of the compounding value sits. And engage the supply chain before committing significant capital, because a platform your subcontractors cannot or will not use will not deliver the outcome you paid for. That last point matters most with technologies carrying a lot of hype, AI included.

Where different regions stand
The Nordic region is noticeably advanced, and I suspect the strong manufacturing base across Germany and Scandinavia has fed into how construction there thinks about process and repeatability.
Australia and New Zealand are also performing well and sit at the sharp end of innovation globally, though challenges remain. Some of that advantage comes down to scale, because a smaller market means information moves between organizations more easily than it does in larger ones, and lessons travel faster as a result.
What would actually move construction technology forward
Governments can harmonize what they require on public projects. In Australia and New Zealand, digital requirements can vary between states and differ again across the Tasman, and greater consistency would help AEC organizations plan while giving governments more reliable cost and program outcomes.
Private owners can be clearer about their own digital delivery objectives, because if the client knows what it wants out of the data, the delivery team can build toward it.

The technology question has largely been settled. The implementation question is where the next decade of productivity gains sits, and it is a people question more than a software one.
